Most of the first year will be mostly expense while the developer secured loans, obtains plans, licenses and approvals, and developing a marketing plan. So the best way to determine value would be the net present value of the property over a longer period of time. And the marginal value of properties allowing for size, location, etc. will have a “hockey stick” shape.
